Help please

Okay so my chicks are starting to hatch ( in a first times so I'm super excited) one of my chicks has completely hatched but she's not dry yet, but the other egg has piped and was peeping earlier but i dont think i hear him and he has a hole on the other side and there's fluid coming out and I'm afraid he's drowned what do I do should I step in at this point? He had a hole at about 8 this morning and started to pipe at 11pm yesterday to 8 this morning and no progress until now

If you have your humidity up past 70%, I would pull it out quickly and give it a look over, and assess the situation. You'll have a better idea of what you need to do (if anything) once you get a closer inspection.

x2. I frequently remove my eggs during the hatching process. I keep my humidity up to 75% during "lockdown" just so I can get in there if I have too. There are those that will tell you that's a big no no but my average last year was 94% (I hatch about 40 per month...just hobbiest level) and my hatch this month that just ended yesterday was actually 100% hatch rate. I think taking the egg out and inspecting it is the only way you know for sure unless you believe in the hands off theory. Which is fine. But in that case you do nothing and wait til the hatch is over. Whatever happens happens.

okay I took him out and made his hole a little bigger and he started to peep
 
the membrane is still white and I'm going to take precaution in keeping it moist
