I would increase the protein in the diet whatever way works best for you. Sometimes you have to deal with that certain bird that just seems to be relentless no matter what you do, and a cull may be the only option. The whole flock should never be subject to one that just won't fit in.

My experience with loss feathers, no matter what the cause is, won't be replaced until the molt. Bare backs from a over aggressive roo won't regrow until the molt, and bare backs will remain there til then.
