Looks like a little bit of frostbite. Is it winter where you are? I have found that they can get a spot like that if they splash some water on themselves while drinking and it freezes. It's usually not a concern. If it isn't frostbite, he may have injured it some other way. Pretty Rooster!

This week it’s been nice here, Sunday was low as 28 degrees but that’s all. I’m sure hoping it’s frost bite and not a disease :( can’t have my boy to pass away!

Hmm. Must be something else. But if it doesn't spread and get bigger I wouldn't worry too much. I'm no expert, but it looks more like an injury than disease to me.

It can be dried blood from an insect bite, or a tear on fencing or branch/bramble etc. If he'll allow it, you can take a warm water-moistened cloth to cleanse the area and get a better look at the damage that the dried blood is hiding.
In any event, he isn't acting sickly or 'off' of his game, and the evidence of injury is minimal and does not appear life threatening. I'd only be concerned if his demeanor changed or swelling occurred over the next few days.

I live in the tropics, no chance of frostbite. I've found that sort of damage on the waddles, and sometimes combs of my birds from mosquito bites as well. You'd think that the 'skeeters here are drilling for gold when they latch onto the facial skin of your birds. It's interesting though that both frostbite and mosquito bite present the same way on our feathered family :p

Ahh thank you :) I’ve been watching it this week and it hasn’t grown. I do my a goose that absolutely hate the rooster. 99% of the time he leaves the Roo along but every once in a while he will chase and run after him.
