Help With Sand Run

First time chicken owner. We have a covered area that gets no direct rain but will occasionally get water from runoff or wind blown rain. Our run has a concrete floor that we put sand down. The sand is from old sand bags that we had for hurricanes. The chickens seem to like it but in less than a week the sand smells awful. Some of the sand did get wet but I don't know how sand wouldn't get wet. Any suggestions on how to make the sand work? Thank you in advance for your help.
 
That is the basic problem with sand runs.

Unlike deep litter, the poop doesn't break down -- it just sits there in the sand until it gets wet and rots. :(

Sand runs have to be kept perfectly dry in order to work.
