Okay, pine is good. Is it kiln-dried? I would definitely lower the temp to closer to 75-80. Try cutting out the sugar and do some vitamins. You can get an infant vitamin called Poly-Vi-Sol. It's a liquid dropper vitamin. Don't get the one with added iron. You can add to the water (.5ml per quart) or drop 3-4 drops to their beak per individual chick. Don't force their beak open - just see if they will swallow some of it by you dropping the liquid at the edge or sides of the beak. Hopefully it's just a vitamin deficiency.

Thanks for the info

one is up and around.
one I am going to put a splint on its toes.
one I am going to hobble with tap

I also moved some of the bigger chicks to a second brooder and move some smaller ones from the second brooder to the first making more room for everyone. I am almost finished with a ohio brooder for the 8x8 coop that way I can work with my runts and get the flock to their coop and then the new run I have on the way.
