This little chick has some membrane that wasn’t fully absorbed, what should I do? I can see a small vein about 1/2 inch long. Should i cut it off?

Leave it alone. It will dry and fall off on its own

No....leave it alone.
Do not cut it and do not pull it Do not touch it Just leave it alone.

It would be best if you could put that chick in a smooth surface / area where it has nothing to get the unabsorbed stuff snagged on something. Paper towels... Put it on paper towels flat paper towels.
Keep it away from other chicks too.
