Hen getting picked on to much

Hi it's me again.
My Black Australorp Penny Is getting picked on way to much. Her head is almost completely bald now and her butt also doesn't have a single feather on it. My Barred Rock chicken Feathers, is top of the pecking order and she doesn't take any nonsense. I have 7 chickens in total and the only girls that don't pick on penny is my Buff orpington Buff, and my Lavender orpington Lavender, (I know, not very creative names).
How do I get them to stop picking on Penny and is there any way to make a chicken higher in their pecking order?

There's no way to raise her rank but have you tried removing the top hens for a few days?

I have a very large dog crate in their run that I put one of my chickens in named New Hampshire, because she was picking all of my other girls feathers. Would that work?

It should, chickens are monkey see, monkey do, once the top chicken is on vacation , the others should stop.
