Hen has a white substance around her butt

Shes not moving too much and seems like walking is uncomfortable. And has white stuff around her butt

You might want to pick her up to investigate more closely what her butt looks like. Maybe even wash her behind with lukewarm water and after drying carefully blow-dry on a low heat setting.

She might be suffering from prolapse or flystrike or just diarrhea, with all the feathers on top we will not be able to see what this is about.

How old is she?
When did she lay last?
What exactly are you feeding including treats?
When did you last deworm her?

She is between 6 and 7 months old .
She laid yesterday
She's free range so might have nibbled on a wrong plan? and besides that layer pellets and mixed corn, they have had cornflakes recently(no milk) and some fresh cooked beetroot and sweetcorn and half a ryveta cracker between 10 of them.
She hasn't been wormed.

Can't tell much, but it appears that it's just a bit of dried droppings on the feathers. Happens sometimes. If runny droppings persist then getting a fecal float test done will rule in or out any internal parasites that may be causing runny droppings. Some birds don't push out as hard resulting in dirty vent feathers. I would make sure that all the treats are less than 10% of total diet (especially corn) since that can lead to fat birds and health problems will follow.

And what about her unusual behaviour? She's bearly moved all day but does eat and isn sleepy?

You could inspect the pullet and the coop closely for poultry mites and lice. The coop inspection best done at dark with a flash light as the mites hide in cracks and crevices during the day and only come out at night to suck the hens blood.

I agree with @coach723 that her cloaca looks normal. You could trim back the fluffy but feathers so her poop will not stick on them.
 
If she's acting lethargic and sleepy, then I would get a fecal done if possible. Rule parasites in or out as an issue, including coccidia. Do her droppings look normal? Crate her for a bit until you can see what they look like. Maybe she was having difficulty passing the egg she laid. Since she's laying that reduces the chance it's a reproductive problem. Also check her crop first thing in the morning before she's had a chance to eat or drink, it should be empty then. If it's not, that could indicate a problem.
