Hen lost feathers and have not grown back

We have four red hens we bought about two months ago and was told they were about a year old. One appeared to be molting and is still loosing feathers, while the other three have no signs of abnormal feather loss. They are in a chicken tractor and sleep in the same house at night so I think I can rule out lice or mites. She's not likely to survive winter unless I figure out the problem and get her straight, any idea?

I believe chickens molt in the fall, so yours should grow more feathers before winter.
