Hen mounting another hen?

I saw this myself tonight. A hen mounting another hen exactly like the rooster does. What is this about?

This displays dominance to the other hen. It's not necessarily breeding.

can also sometimes happen if you recently got rid of a rooster. The dominant hen will at times try to take his place. I have seen a hen crow before under this circumstance.
