I feel silly even asking but I have what I thought were 10 laying hens. No one has ever " cockle doodle dooed"/crowed. The one now in question is a newer chicken to me. I purchased from a local breeder approximately 2 months ago making the hen in question approximately 6-7 months old. The other day I threw out some scratch for the hens after work and the 'hen' in question jumped on top of one of my laying hens and looked like they were mating? No crowing...??? I'm confused.

Welcome to BYC!

When no roo is present, one hen will often take on the role of a roo, leading the flock, sometimes making an odd crowing-sounding noise, and sometimes mounting other hens as if to mate. this is a dominance gesture. Or maybe you have a roo and he just isn't much of a crower. They are stimulated to crow more if there is what they consider competition from another roo.

If you post pics in the What Breed or Gender is This forum, someone can probably tell.
