She will set when she's ready. How many eggs has she layed? Is she still laying? How long has it been since she has layed an egg?

It takes time. Is this your first opportunity hatching chicks? When I first hatched chicks I went crazy waiting on my hen to set. She eventually did

This hen apparently isn't broody. If she was, she'd be sitting on the eggs. If you want to hatch at a certain time, get an incubator. It's the only "guaranteed" way to know when you'll be getting chicks. Otherwise, just wait for your hen to go broody whenever that will be.
