Hen Or Roo?

My Rooster/Hen is name Cookie. He/she Has doing strange behavior, different from his/her sister Pattie. He/she Hasn't crow yet and he/she is 4 months old. He/she has saddle feather and a huge main. Please Help me!

He's a cockerel. They crow when they are ready to crow! One of mine started at 19 weeks. I've heard of them starting far earlier and later than that.
