Hen or roo?

Hello! The age old question 😅 my light brahma bantam is the runt in the flock. It has always been smaller and developed slower than the rest. I’m suspicious about the curling tail feathers but I’m not seeing nearly as much red comb/wattle as my other known dark brahma bantam roo (pictured behind in first pic). I’m also not seeing saddle feathers like he has. Behaviorally, this one does get bossed around by him but I’m not sure if it’s because it is a runt or a less dominant roo in hiding 🤔 they are 12 weeks old. Any help appreciated!
