Hen or Rooster 13 week old buff

I have 4 13 week old buff Orpington hens- at least that is what I thought I got. We have one hen that I think has more a rooster tail but I don’t quite know. My city doesn’t allow rooster. This hen is very quite and nice but to me looks a bit like a rooster.

Agreed, pullet. A cockerel would have a large red comb and wattles by that age. Enjoy your ladies!
