Hen or rooster

Hey everyone! I need some help deciding if I have one or two roosters. I was supposed to get two buff orpington hens, but I'm starting to think one of them is a rooster. Below is a pic of the bird in question beside my known rooster and known buff hen. What do you guys think? I have not heard the one in question crow or seen it mate, what do you think? Also, all birds are 3 months old.

Thanks guys! The buff roo is the most docile roo I've had. I can almost walk right up to him and hold him.

Buff Orp are the greatest.
You could get some pure chicks from that feller & the pullet...
