Hen pecking order.

Are you talking about restraining chickens by the legs? I don't know where you are, but restraining birds by their legs is illegal here. The SPCA will be around and remove them if someone makes a complaint.
 
So what they mean is, they have problems with the top hen attacking the other chickens. They want to "hobble" it so it cannot get to the target as fast, therefore eliminating the problem.

I think it would be better to seperate the hen but keep her in veiw of the other chickens. After about a week put her back. My hen stopped attacking after I did that.
