Hen picking on rooster?

I have a flock with two roosters. One is an ameraucana, the other is a Japanese bantam. They all free range together and get along pretty well. For some reason, when the ameraucana mounts one of his hens, one of the bantam’s hens, a Rhode Island Red, will start pecking at the ameraucana if she’s nearby. Any idea why she does this? Is it a dominance thing?
 
A RIR I had did this a lot. In fact, she would even mount the younger pullets as a show of dominance. She would peck at my cockerel when he mounted the pullets and attempt to pull him off. Eventually the cockerel matured enough to the point where he was most dominant and she submitted to him, but every once in a while she would still give him a peck and/or mount the pullets. Odd I know, but yes it's a dominance thing.
