Hen plucking self???

I noticed recently that my three Golden Comets were looking kind of scruffy -- as if they were beginning to moult, but they're not even a year old yet so I doubt it's that. And the front of one hen's neck is totally bald! My other hens get bald backs and broodies get bald bellies... but I've never seen a bald neck.

She must be plucking her own feathers out, but why? Lice, boredom, or what?

Any ideas?

The only unusual situation in my coop is that they've been shut up for more than usual, since it's been so cold and windy (windchill below zero). Also, I've been keeping the heat lamp on at night so maybe the lack of darkness is stressing them?
 
Hmm... maybe... though I'd think the rooster would pluck out the feathers on the back of her neck, not the front!
