What breed is this bird? (sorry to keep asking the one question after the other but it is/ can be very relevant)
...the bright green is bile ...that comes from not eating. I would stop giving anything but her feed and mix with that just enough cooked oatmeal (cooked in water not milk) to sufficiently moisten the feed and just enough to make it clump together (this will help against dehydration and help in digestion of nutrients)...also offer her a live culture (plain not flavored ) yogurt ...
You may need to add electrolytes to the waterer (your feedstore should have this) as when a bird is very ill they will usually stop drinking sufficinently and this will only complicate matters ...
You can also give your bird three drops of POLYVISOL Enfamil , once a day for a week and then taper off the next.
I am unable to answer your question about why she is not standing (could be any number of things)
Main thing now is to keep her sufficiently hydrated and and fed in the hope she will be able to get thru whatever brought this on.... often dehydration and nutrient deficiencies can kill a bird quicker than what originally ailed her and this you CAN do something about!
