Pullet for sure, there is no way that could be a cockerel at all.

And she looks Splash to me.

Blue and Splash are two separate colors. There's no blue splash, just blue or splash.

Splash start out more of a white color. This is a guaranteed blue.

Okay I found an image of a splash wyandotte and I think that's it... full grown, not my image:

That tann-y goldy colour is in this image too. Looks like ^ in person, only just a bit brighter, not much.
