Hens missing feathers on wings

I have multiple hens that are starting to miss their feathers on the wings right where there wings fold (in the crook of the wing I guess). I have 13 hens and 2 roosters. One of my roosters has kind of large spurs. I am wondering if his spurs are causing this. 3 of my hens currently have saddles on their backs b/c their backs were becoming bare. It appears that the feather growth on their backs is very slow. I have the saddles on for like 2 months and they don't appear to be growing their feathers back. I am wondering if my roosters (1 BO and 1 Ameraucana) especially the BO are being to aggressive or just way over breeding my hens. Would you suggest I lock my roosters up to allow the hens to grow their feathers back?

Any suggestions as to what to do would be greatly appreciated.

I wrapped a piece of duct tape around my hens shoulders to help her feathers grow back. There is an ad at the top of the pages for aprons with shoulder protection I dont remember who it is, you may just have to pay attention to the rotation.
