Hi could anyone help me figure out if these are hands or roosters they are around nine or 10 weeks old

The barring indicates they're females.

I bought three pullets and yours look just like mine. Mine are about 8 weeks old. One thing to look for is the tail feathers on roosters will start to get longer and have streamer feathers. The females tails stay short.
