Hens or Roosters? Breed? Need your thoughts! (w/ pics)

Any thoughts? I know they are still young, but I'm antsy!!! I suspect a LOT of Roosters.... *sigh*

I feel like 1,2,4 are rooster and 3 is a hen... Sorry

The easiest way to tell is wattle development right now and on second though 3 may be a roo.. Are u allowed to have roosters

6, 8, 12, and 16 look like pullets (girls) to me.

1-2-3-4-9-11-and possibly 12-14 are cockerels

Agh... so basically, we have the worst luck in the WORLD with hatching.... :/

They are awful young to tell for certain and some of them I don't want to speculate on, but I would say that 3, 6, 8, 12, and 16 are pullets and 4 is a cockerel.
