Hens or Roosters?

Hens or roosters? I have 3 Leghorns raised from chicks. They were all suppose to be hens, but one has started crowing when he/she first sees us in the morning. They are about 3 months old and all have big combs. I have read that some hens crow a bit, but now I am worried they are all roosters. I can't have roosters in my city limits. What do you think?

Look like girls to me, I would have thought if they were roosters, they would have told you loud and clear by now
