I'd get a big non toxic kiddy pool and use the fish chlorine/fluoride remover treatment if you think it would help.

I have well water and do get this problem when the weather changes 'suddenly' so there's noting in my water (but iron).

On topic, when I wash particularly dirty eggs, the color does come off somewhat but certainly doesn't all come off.
As an aquarium person, I would definitely get over to the water department to get a current report. Sounds like something is not quite right where you are. Yes, when cities change their chemicals us fish enthusiasts have lost hundreds and thousands of dollars in product.
