Hens pecking each other

My hens started pecking each other (and themselves) to the point where they do not have any feathers on thier butts. Some have some blood.

The old timer at the feed store told me to put pine tar on there butts and it would discourage the pecking. I did, they are still pecking.

I also read to try adding viniger in thier water as they may be diffiecient in some minerals or vitamins. I just did that.

Any ideas? They are about 10 months old and are laying great.
 
When I first got my pullets, they picked at one of them untill she started bleeding. I cleaned her off the best I could and got some stuff at the feed store called No Pick. I put it on the bleeding area. It smells really bad and the other hens got a taste of it and then left her alone. There is stuff out there to discourage picking. Don't ignore the problem, because once the bleeding starts, chickens have been known to pick each other to death. Sure hope you can get some help.
