Hi I am new and want to have chicks

Hello and welcome to BYC! :frow Glad you joined.
You should definitely wait before getting chicks until you've done lots of reading here.
High level basics:
Chickens need 4 sq ft per bird in the coop and 12 sq ft per bird in the run, 15 or more is better. They generally do well with 11-12" of roost space for ea bird.
Your tool shed needs to be WELL VENTILATED. You can start a new thread in the Coop & Run forum for more detailed help on housing.
I would recommend you ditch the heat lamp in favor of a brooder plate or momma heating pad. Get your tool shed properly converted into a predator proof coop and brood the chicks in the coop.
Feed them chick starter with 18-20% protein. I'm a fan of Flock Raiser.
If there is a solid surface on the fence between you and your neighbors properties, they will go over the fence.
 
Welcome to Backyard Chickens. There are breeds of chicken that are NOT good flyers, generally the big heavy breeds and also bantams like Silkies. You can prevent them from flying over the fence(?) to your neighbors by having a fenced run with a top on it. It will also keep hawks from attacking and eating them.
