homemade bator question...

I made a homemade bator just like the styrofoam ones on BYC, and I used the water heater thermostat... The problem is that the temp goes up to 103 then the light shuts off...and it doesn't turn back on till it get to be 98 degrees.. Is this okay, since the inside egg temp doesn't drop as fast as the air temp?

Mine does that too, worked out ok, we've had 8 hatch on shipped eggs.

I would make a water wiggler to be safe.
