homemade cabinet incubator

I built a cabinet incubator and have two 125 watt heat lamps on the bottom with a three inch pc fan there. I have a digital thermostat in there that keeps temp within a half degree. My problem is bottom shelf is 108, middle is 102 and top is 98 degrees. I put the thermostat in the middle of incubator. Anyone have an idea how to solve this?
