This may be a dumb question but here goes… I’m trying to decide on what kind of coop to make. If you have a hoop tractor, do you leave it in one place during winter and put some sort of floor layering in it? (e.g., sand, straw, pellets, shavings, etc.)

No question is dumb. That is what this forum is for, to ask questions just like this. You certainly can move it to a location that is convenient for you to care for chickens in winter. Stake it down and winterize it and leave it in one place and use some bedding like shavings or straw etc. You would just have to ensure it's sturdy enough to withstand any snow load or make sure you keep the snow swept off of it.

Best to have a stationery coop and run, built as large as possible.

Chicken tractors are only practical when build on a very large scale - i.e. are hauled by an actual tractor and used across very large garden beds or throughout paddocks or in orchards.
