housing breeding pairs

I want to house my birds in pairs, or indidually, depending on if they are breeding or a spare. How do you house pairs for breeding? floor pens? raised cages? I am thinking 2 ' x 4' for pairs and 2x2 or 3 for individuals what do you think? they are silkies.

I think a 2x4 will be fine for a pair of silkies, if they are going to be in a coop put raised cages, but if not you would be better of with floor pens. Will the floor pens be 2x4 pens in a coop or chicken tractors?
