Hovabator 1602N temperature wont change

The temperature is just stuck between 104 and 106, moving the dial doesnt change the temp at all.

I don't have a Hovabator, but do you have other extra thermometers in it?
I put a towel under my tabletop incubators to help them regulate temperature.

I have 2 thermometers and both are very close

The temperature is just too high, mostly between 103 and 107. Its a still air incubator which makes that not quite as bad but moving the dial doesnt change the temp. its a wafer incubator

Ive been worried about the eggs because of the high temps and inconsistent temps but i candled the eggs just now and they're developing veins. Good sign to me.
