How do I control the temperature in the incubator?

I'm building a home-made incubator (out of wood) and so far so good, but one little problem... the heat fluctuates too much. it goes from 99.0 to 101.3
is this alright?
i've been monitoring it for like the whole day to see how far and how low it goes.

what's this i hear about a thermostat?
how do they work?
how do you wire them to the light bulbs?

any answers greatly appreciated
