How do I get the humidity up? Please help!

I have a Hovabator with the automatic turner. I keep pouring water into it but the humidity won't go up over 31%! Is there a trick I'm missing? I just had to peel shell off of two ducklings who were stuck good to dry membranes. I'm afraid my other guys won't hatch.
 
im no expert at this ive only had 4 hatches,but this dosent seem right
are you sure you humididy meter is reading correctly,31 seems low with no water in it

wet sponges,rags pilled up help,adding warm water not cold also helps,,and keeping the bator shut as much as you can is a must,,

Make sure you are putting water in more than one chamber in your water tray.
It is the amount of water surface exposed to the air,not the depth of water that determines your humidity level.

If the babies are getting stuck to the shell you can always try warm water misted directly onto them.
