How do I have ordinances changed to allow more than two chickens?

I have almost 15 acres and we have been told for years that we were part of the county. Today code enforcement came by and told me we are only allowed two of any kind of animal and have 10 days to rehome many of our chickens and one dog. We have had our dogs for 10 years long before living here. And what do you do with only two chickens? We use them for egg laying and sell the extra, but now I am not allowed to make sure I can provide for my family. I live in a country town and my property goes into the country with 15 acres, but I can't have more than 2 chickens.
 
First, you need to find out why he came by, and the specific ordinance or rules he believs you are violating. Have you recently been annexed by a city/town? If so, were you notified and given the opportunity to speak for or against the annexation? Ditto for the county changing zoning for your property. If either of those happened without your knowledge, it was probably not done legally, and even if it was legal, you probably have a grandfathered right to keep your animals. In any case, once you find out the specifics of the charge, you can decide how to handle it--letter to city/county refuting the charge based upon xxx, apply for a variance based upon xxx, etc.
