How do I keep rooster from kicking around in nesting boxes?

Hi um so sorry if this is in the wrong section. We used to have hay in our coop then we learned it was better to have pine shavings cause they absorb better. We had tons of left over hay so we figured we could just put it in the nesting boxes since our pullets were getting close to laying. Every time we put the hay in the box our young rooster gets so excited and goes to scratch around in the boxes. It's really cute but not the best for giving our pullets a place to lay once they start. I can't block up the boxes to stop him because our hens are for the most part all around 21-28 weeks so they are getting close to laying age. So any recommendations to stop him? Or why is he doing that? When we used to have the hay in the coop he got really excited while it was on the floor too and he loved to kick it around.
