How do I raise humidity in an incubator?

My homemade bator is stuck at 15%. I have a wet paper towel and a bowl of water in there. What do I do?

I had papertowels stuffed in all my water channels and two laying on the wire and couldn't get past 40%. Then Chookschick told me to add another papertowel with hot water on it (just wadded up in the coorner). Bam it went up to 64% and is holding!!
