How do l have a cuckoo marans pullet from a cream legbar roo and black copper( or blue copper) marans hen?

You don't have a cuckoo marans.
You have a mixed breed bird that resembles a cuckoo marans.
Its just a matter of mixing genes and whats dominate that will show.
Your CL rooster passed on a barring gene so the pullet is barred/cuckoo. The marans mothers Birchen pattern is dominate to the CLs wild type pattern so it is showing. The red in the marans usually takes a while to come in so if the pullet is still young it may not be old enough to show yet.
But the marans will only pass on her mahogany gene for the red and the CL will pass on his dilute gene so I wouldn't expect any dark red hackles like a BC marans should have.
Plus not all BC marans show good hackle color so don't know if thats the case with your hen or not.
And if you want to get deeper marans are white skin and CL are yellow. White is dominate to yellow so shanks should be white like any marans.
CL have the crests but they vary and so does whether it shows up well in crosses.
I would of guessed the pullet would of gotten a small bit of crest.
