I will be receiving 21 White Leghorn Chicks April 10th. My question is, how high should i hang my heat lamp? I have a 250 Watt bulb in it!

As low or high as it takes to make your chicks comfortable 
It will depend on the brooder, position, etc. If they crowd under it its to high, if they run away from it its to low.
