How high to hang pennant flagging?

We have a large flock of free range chickens. They have an acre of fenced area with lots of tree cover and brush, however there are a couple of areas where the eagles seem to have discovered a clear enough flight path to be able to get in and nab a couple of our girls. It's not a very graceful landing, but they're managing it.

My mother has hung everything from CDs to tin pie plates from the trees, and driven us nuts with her staple gun attaching all kinds of shiny objects to the tops of fence posts and any other horizontal surface she can find! It's obviously not helped though, as we lost another chicken yesterday to an eagle.

A friend told us the only thing that worked for a friend of his was to get lengths of that pennant flag stuff and string it between the trees. We bought some and are ready to put it up, but my DH and I are at odds over how high to hang it. He says 10', but I think that's too high that they might fly under it. I think it needs to go lower, but I'm not sure what height is best. Does anyone have experience with this?
 
I'd say lower than 10' low enough so you can just walk under it.
But I also think that it might not be real solution....let us know how it works out.
