Hello!
In Pakistan, the temperature nowadays is 29⁰C during the mid day.

I always see 2-3 hens of my flock opening their mouth and wings and panting.

There is this one hen whose mouth is always open.

A few days ago, the temperature here dropped due to rain and all of them seemed to really enjoy it. Their mouths and wings remained shut for that short time period.

I am really concerned about them whether or not they can get heat stroke because the temperature can go upto 42⁰C here.

Can I cut their excess fur from their behinds? Or sprinkle water on top of them?

Some things I do; Make sure there are no broody hens sitting too long in a nesting box, and it's not overcrowded.
You can spray the ground down a bit with a hose and any trees and plants they hang around/under (can spray the chickens too).
If you give them kitchen scraps, put them in the fridge or freezer for a while first.
