How late is too late to molt?

I have chickens that still seem to be molting. The worst is a Silver Laced Wyandotte, hatched 1/31/11. A few months ago she began losing feathers just in front of her tail. It's only got worse over time. I have 3 others hatched the same day who have very slight missing feathers/visible down behind each wing. There are some others that were hatched last May that also have the missing feathers behind each wing. The SLW literally has some bare skin in places.

Now, the last few weeks we have 2 maturing roosters hitting the hens pretty hard, but in each case, this started way before it started.

So, I was under the assumption that any molting would be coming to an end at this point, and not worsening. Was I wrong?
 
I don't have roosters, so can't speak to how much they might be contributing to feather loss, but my girls have been lightly molting for months -- they always seem to be losing feathers.
