how to keep broodys cool in the heat

hi so I have a d,uccle that has hatched eggs once before and she went broody last night I am waiting three days to give her eggs to hatch but right know she has one or two of the eggs that were layed today that I have to take and give fake eggs but she is just so hot in the laying box I men she is panting and its so hot that she is not even sitting on the eggs she is hovering over then=m so they don't get too hot I don't want her to get heat stroke so what can I do to help her if I put a waterer right at her then the others will mess with her and get her off the nest but she has fresh water near by and last time I gave her a ice pack she would not use it so what should I do thanks

I just put water in front of her in a bowl, and left her to do whatever she wanted. I have the world's most persistent broodies and I've given up trying to break them. I changed it twice a day so it was almost always clean and cool.
