My hen is an indoors one with a fan in her room yet she continuously pants. It's 104 f here inside and 106 f outside. She only stops when it becomes cooler in night. How do I keep her cool in the morning?

Have you tried cold water for her to drink, or a large shallow pan with a large block of ice in it? It should provide a small (1-2") amount of water for her to wade in or drink as it melts. A frozen gallon of water is a good amount for this.

You can try putting a large chunk of ice in front of the fan, to blow cooler air. Some chickens will stand in a shallow pan of water with some ice in it. Water frozen in a plastic bottle to lay against is another thing you can do.

My suggestions:

Always make sure cold water is available. I like to offer ice cold water, with some ice in it. Constantly changing it so it doesn‘t get warm.

I make sure theres a fan available to cool them off.

Make sure there is plenty of ventilation always.

You could dunk them in some chilly water (their legs) to cool them off a bit aswell.
