How young can a roo start fertilizing?

Does anyone know when a rooster becomes fertile? Is it similar to a hen's 24-ish weeks to maturity, or quicker?

My rooster was successful in fertilizing eggs at about 16 weeks old. The oldest of my pullets were about 2-3 weeks older than him. Their very first eggs were fertile.

I have a 20 week old Silkie rooster who if he was human would be like a ten year old boy. He is so klutzy and just a silly dork. He has begun to follow the Silkie girls around more, but he is the only rooster with 9 hens (mixed flock). They just roll their eyes at him now. They prefer flirting with my husband.
