How young can a rooster be fertile?

I have a booted bantam (I think) cockerel who is about 13 weeks old and for a couple weeks now he's been trying to mate with the pullets he grew up with--who aren't interested. I also have a silkie hen who lets him try to mate when I let them out together, but he's not quite skilled enough to succeed when he's so much smaller than her. I do want to let the silkie lay eggs fertilized by him, but I must ask before I traumatize myself and two innocent birds with an attempt at artificial insemination, is he even fertile right now?
 
Haha too cute...i had to say..but I can't help as i am a newbie and just learning the ropes! Hope someone has the answer you are looking for!
 
Update: this morning I decided to attempt it anyway, deciding he most likely was fertile. My attempt failed, but... things happened and I am thinking I will get fertile eggs from a virgin Silkie. If she doesn't unexpectedly go broody.

...And that's my awkward sentence of the year.
