Humidity in still air incubator

I've noticed that when my hygrometer is right over a water pan, that the humidity measures high, but when it is not over the water pan the humidity measures really low. I'm guessing the humidity across the incubator would be more even if the vents were plugged up, but I also want to make sure there is enough fresh air.

Has anyone else noticed this or have opinions about the way to manage this?

what kind of incubator are you using? I set my hygrometer in the middle of the incubator, and go by what ever it says. If you havent callibrated it yet you should do this as well!
