Hurt rooster and dominance chaos. Need help.

I had a flock of 9, 2 roosters and 7 hens. All was great until the dominant rooster (#1) got severe frost bite and started bleeding all over the place. I separated him from the flock for not even 24 hours and the other rooster (#2) already assumed control of the flock. I tried putting rooster #1 back with the flock under my supervision so he could keep his control, but rooster #2 wasn't letting it happen. I had to take him back out or he would've been attacked. So now I don't know what to do. Should I rehome rooster #1 to someone else and let rooster #2 take over? Or rehome rooster #2 and hope I can get rooster #1 to bounce back and not have anymore issues with frostbite? Any input is greatly appreciated.
 
the proper ratio for roosters to hens is 10:1 two roos for seven girls causes to much stress on the hens and the roos.

I would keep of whatever roo is the sweetest to his females and sell the other one.
