I don't know who ask to change deed of restrictions

On the deed of restrictions for this property, it says there will be no livestock. Do chickens count as livestock and who do I ask to change it?

It depends upon the full text of the restrictions, who placed the restrictions, and if they comply with the zoning laws of your local jurisdiction.

Land use in all forms in Maine is controlled by the local jurisdiction via zoning regulations, it is a right granted to them via state law.

Some developers that subdivided went through the process of changing zoning to limit what you can do, some did not.

It is likely that you'll need to do a lot of research and talk to an attorney to find out what if anything can be done to change them or if they actually carry any legal weight.

Now if these restrictions are part of an HOA then you are in the world of contract law, contracts are private agreements and as such bind you to obey them or face a breach of contract lawsuit.

A contract can not however be enforced to make you break the law.
